新增 scripts/generate_changelog.py，从Gitea API自动获取指定tag区间内合并的PR，按类型（feat/fix/refactor/chore/docs）分类整理生成Markdown格式的CHANGELOG条目。

用法：

python scripts/generate_changelog.py --from-tag v0.1.128 --to-tag HEAD --token <gitea_token>
